How to Negotiate a Property Price in Lahore Without Losing the Deal
Lahore asking prices are the start of a negotiation, not the end of one. This guide explains how to compare listings like for like, which levers actually move a seller, and how token money and bayana lock a price in, so you can offer with confidence and keep the deal.

In Lahore, the price on a listing board is an opening position. Sellers expect a conversation, dealers expect one too, and the final figure usually lands somewhere between the asking price and the buyer's first offer. The buyers who get the best outcomes are rarely the ones who haggle hardest. They are the ones who walk in knowing what comparable plots actually ask, what the seller needs, and exactly when a verbal agreement becomes binding.
Start with the right comparison
Most bad negotiations start with a bad comparison. A file price compared against a possession plot, a dues pending plot compared against a dues clear one, or a corner plot compared against an ordinary street plot will all produce an offer the seller can dismiss in seconds.
Build your comparison from three to five current listings in the same society, phase and block, the same size, the same possession status, and the same plot category. Divide each asking price by the marlas to get a per marla figure, then anchor your offer to the middle of that cluster, not to the cheapest card you found.
| Step | What to do |
|---|---|
| Match the product | Same society, block, size, possession status and plot category |
| Normalise the price | Divide each asking price by marlas for a per marla figure |
| Drop the outliers | Set aside file prices when valuing a possession plot, and the reverse |
| Adjust for dues | Subtract unpaid development charges or society dues from the headline price |
| Anchor to the cluster | Offer around the middle of the remaining range, not the cheapest listing |
A smaller plot normally carries a higher per marla rate than a larger one in the same block, so do not expect a 10 marla per marla rate to match a 5 marla rate. Compare same size first. As an illustration of the arithmetic only, a 10 marla plot asking Rs 2 crore works out to Rs 20 lakh per marla, while a 5 marla plot in the same block asking Rs 1.10 crore works out to Rs 22 lakh per marla. The smaller plot looks dearer per marla, and that is normal.
What actually moves a seller
Sellers rarely drop a price because a buyer asked nicely. They move when the offer solves a problem they have.
Certainty of payment. A buyer who can pay in full, on a short timeline, with funds ready, is worth more to an urgent seller than a buyer offering a slightly higher price on a long, uncertain schedule. In resale deals in DHA, Bahria Town and LDA societies there is no verified fixed cash discount percentage, so do not quote one in the room. Cash strengthens your offer and justifies a lower number, but the size of the concession still comes down to the seller's situation.
Speed. A short bayana window, a ready NDC application, and a buyer who has already verified the papers all shorten the seller's wait. Sellers who have already bought elsewhere, or who need funds by a fixed date, will often trade price for speed.
Dues handled cleanly. Get the society's statement of dues in writing before you agree a headline price. Unpaid development charges, utility arrears or society dues are either deducted from your offer or paid by the seller before transfer. A cheap listing that hides dues is not cheap.
Time on market. A listing that has sat for months, or been re-listed at falling prices, signals room to talk. One DHA dealer reports that asking prices in DHA are typically negotiable by around 3 to 8 percent, and by 8 to 12 percent in a buyer's market. That is one dealer's claim, not transaction data, and it is no substitute for your own comparable cluster.
Commission is negotiable, and it is not a law
This surprises a lot of buyers. There is no legally standard dealer commission rate in Pakistan, and no notified legal maximum. The Punjab Real Estate Agents Ordinance of 1980 gives the government power to prescribe a maximum, but until one is actually prescribed and notified, commission stays a market convention.
| Market | Common convention |
|---|---|
| Lahore residential | Around 0.5 to 2 percent from each side, with 1 percent each the usual midpoint |
| Commercial | Commonly around 2 percent from each side |
| Total cost on a 1 percent each deal | 2 percent of the sale value leaves the transaction in total |
Because both buyer and seller usually pay, a "1 percent commission" deal costs 2 percent overall. Agree the percentage in writing before token money moves, and agree when it is payable. A dealer paid in full at bayana has less reason to see the transfer through than one paid when the seller receives full payment. You are also entitled to ask a dealer to show their registration certificate under the 1980 Ordinance.
Token money does not lock the price, bayana does
This is the distinction that decides most Lahore price disputes. Token money asks the seller to pause talking to other buyers for a few days while you check the papers. Bayana, the agreement to sell on e-stamp paper, is the document that binds both sides to the price.
| Token money | Bayana | |
|---|---|---|
| Size | Under 1 percent of value, for example Rs 50,000 to Rs 1 lakh on a Rs 1 crore deal | Commonly 10 to 25 percent, with DHA deals tending toward 25 percent |
| Validity | Around 3 to 7 days | Commonly 30 days, sometimes up to 90 days by agreement |
| Documentation | Receipt, sometimes only verbal | E-stamp paper agreement |
| Legal power | Weak and informal | Strong and enforceable |
| If the buyer walks away | Usually lost, depending on terms | Forfeited |
| If the seller walks away | Refund depends on the written terms | Double return is the stated rule, with a catch below |
The stated rule on bayana is that a defaulting buyer forfeits it, while a defaulting seller returns double. Treat the double return as leverage, not as a promise. Enforcing it can take years in civil court, and practitioners report that in most real cases the seller simply refunds the original amount. What bayana genuinely gives you is a signed price, a payment schedule, a transfer deadline, and a seller who cannot sell to someone else at a higher figure after signing.
Two practical habits protect buyers here. First, never pay token money before independent title verification. In DHA and Bahria Town premium deals, many buyers now use a pay order or CDR in the seller's name instead of cash, sending the agent a photo and handing over the original only at bayana signing, so the instrument can be cancelled at the bank if the deal falls through. Second, nothing counts until it is written in the bayana. A promise about dues included, possession timing, or a fixture left behind means nothing if it is not in the agreement.
Traps that look like bargains
Bait listings. Fraud guides and portal safety pages both warn about the same pattern: an attractive low price used to collect token money from buyers who never verified the property. If the price is far below the cluster, verify location, ownership and the agent's identity in person before paying anything.
Pair plots. Two adjacent plots sold together are often advertised at the single plot price, or the headline figure covers one plot while the seller will only sell the pair. Confirm in writing which plot numbers are included, whether the price is per plot or for the pair, and whether a single plot can be bought at the advertised figure. No standard pair discount exists to rely on.
Disputed plots. A plot under a court stay or an ownership dispute cannot transfer cleanly, so a discount on it is not a negotiation win. In DHA, the verification step exists precisely to confirm the property is clear of court proceedings before bayana. If verification is not clear, cancel and recover the token.
What October 2026 actually shows
There is no reliable city wide, transaction based index that lets anyone call the whole Lahore market soft or firm right now, and any article claiming one should be treated with suspicion. What can be verified is narrower. DHA Phase 10 file rates softened gently through September into October 2026 in the larger sizes, with 10 marla down around 5.4 percent and 1 kanal down around 2.4 percent since early September, while 5 marla files held essentially flat. That is a file market signal, not a verdict on possession plots, houses, or other societies.
Tax changes also changed the arithmetic of every negotiation this year. For filers, buyer withholding under section 236K now stands at 1.25 percent and seller withholding under section 236C at 2.75 percent, down from 5.5 percent and 4.5 percent before the Finance Act 2026. Non-filers face far higher rates, 10.5 to 18.5 percent on 236K by value tier and 11.5 percent on 236C. One point buyers often miss is that this tax is worked out on the higher of the declared price or the FBR notified value, so agreeing a lower paper price does not cut the 236K bill. A simple offer sequence
Negotiation goes better when it follows an order. Verify the papers first, then build the comparable cluster, then make the offer.
- Verify title, allocation and dues position with the society or authority directly, not from the seller's photocopies.
- Build the per marla cluster from same size, same block, same possession listings.
- Estimate your Lahore property value as an independent cross-check before you name a figure.
- Agree dealer commission in writing, including when it is payable.
- Make the offer as a package: price, payment speed, bayana window, and who clears the dues.
- Sign the bayana on e-stamp paper with the final price, schedule, deadline and penalties written in.
- Use the bayana window to obtain the NDC and clear transfer, then complete payment at transfer.
Before you start, it helps to know the stages that follow an agreed price. Our guide to buying a house in Lahore walks through verification, transfer and the paperwork that comes after, and our DHA plot transfer guide covers the DHA specific steps and fees.
Estimate before you offer
An asking price tells you what a seller hopes for. An independent estimate tells you whether that hope sits inside the market or outside it. Shakir Estate's AI Property Value Estimator gives an instant data-driven estimate for Lahore plots and houses, which works well as a cross-check on your own per marla cluster before you open negotiations.
AI valuations are estimates based on available market information and property inputs. Actual sale value can vary according to exact location, condition, plot orientation, street width, development status, demand, documentation and negotiation.
Frequently asked questions
How much below the asking price should I offer in Lahore?
There is no fixed percentage. Anchor to your comparable cluster, then adjust for the seller's urgency, your payment speed, and the dues position. One DHA dealer reports 3 to 8 percent below asking as typical, but that is a single dealer's claim, not market data.
Is dealer commission fixed at 1 percent?
No. Around 1 percent from each side is the common convention, with 0.5 to 2 percent seen in Lahore, and commercial deals commonly at 2 percent per side. It is negotiable, and should be agreed in writing before token money moves.
Can I still negotiate after paying token money?
Token money only pauses the seller's talks with others for a few days. The price is not locked until bayana is signed, so negotiate the full package before bayana, not after.
Does paying cash guarantee a discount?
Cash and speed strengthen an offer, especially with an urgent seller, but no fixed resale cash discount percentage is verified for Lahore. Do not let anyone sell you a guaranteed figure.
What if the seller accepts a higher offer after my token?
Until bayana is signed, a seller can still take another offer, which is why token money should only follow verification and should be followed quickly by bayana. After bayana is signed, the seller is bound to the agreed price.
Does a lower agreed price reduce my FBR tax?
No. Buyer and seller withholding are worked out on the higher of the declared price or the FBR notified value, so a lower paper price does not cut the tax bill.
