How to Get a Home Loan in Lahore: Banks, Rates and the 5% Apna Ghar Scheme

Pakistan barely does mortgages. Housing finance is roughly 0.3 percent of GDP, which means most Lahore buyers still pay cash or stretch across family contributions. But October 2026 is an unusual moment for the minority that does borrow. The policy rate sits at 11.5 percent, regular bank loans float somewhere around 15 to 17 percent, and a federal subsidised programme is lending first-time buyers up to Rs 10 million at 5 percent fixed for the first ten years.

This guide lays out what is actually on offer right now, from the subsidised scheme to regular bank loans and the overseas route, with the verified terms and the real monthly numbers.

Last updated: 18 October 2026. Reviewed by Shakir Estate. Figures verified against State Bank and official bank pages on the publication date.

The short version

  • The cheapest verified money is the federal Apna Ghar programme: up to Rs 10 million at 5 percent fixed for ten years, 90 percent financing, first-time buyers only.
  • Regular bank mortgages float with KIBOR plus a spread, which puts them around 15 to 17 percent in October 2026. That is a very different monthly bill.
  • The State Bank overhauled the mortgage rules in August 2026: banks can now lend up to 90 percent of the property value over up to 30 years, with informal earners accepted through approved income proxies.
  • Overseas Pakistanis have their own route through Roshan Apna Ghar, tied to a Roshan Digital Account.
  • Banks only finance legal, developed, properly documented property. If the society is unapproved, the loan dies before it starts.

Where mortgage rates stand in October 2026

The State Bank's policy rate is 11.5 percent, held at the monetary policy meeting of 14 September 2026 after a 100 basis point hike back in April. The next decision is due 26 October 2026, so this picture can move. The 12-month KIBOR, which most floating home loans are priced off, sat between about 12.5 and 12.77 percent in mid-October.

That matters because a regular Pakistani home loan is almost always floating: the bank quotes KIBOR plus a spread, revised periodically. UBL's published spread is KIBOR plus 3.5 percent for salaried borrowers and plus 4 percent for the self-employed, which lands a market-rate loan around 16 percent. Your instalment can rise if KIBOR rises, and it has done before. Anyone comparing a floating loan with the fixed 5 percent scheme needs to understand they are comparing a locked rate with a moving one.

The 5 percent option: the Apna Ghar programme

The old Mera Pakistan Mera Ghar scheme was suspended on 30 June 2022, and no applications have been taken since. Its successor, branded the Wazir-e-Azam Apna Ghar Programme, was launched by the prime minister on 30 April 2026. The published terms are genuinely attractive:

  • Loans up to Rs 10 million at 5 percent fixed for the first ten years
  • Tenor up to 20 years
  • 90 percent financing, so 10 percent down payment
  • No processing fee and no prepayment penalty
  • Banks must respond to an application within 15 working days
  • First-time homeowners only; CNIC, NICOP and POC holders are all eligible

By September 2026 the programme had drawn roughly 107,000 applications, approved about 27,000 and disbursed around Rs 76 billion. The gap between applications and disbursements is the real story: documentation is the bottleneck. Salaried applicants are assessed on salary slips alone, while informal earners can qualify through bank statements and utility bills, and up to three co-applicants can pool income.

One thing to pin down in writing with your bank: the published terms fix the rate for the first ten years. What happens after that is not part of the published scheme material we could verify, so confirm the year-eleven pricing in your loan agreement rather than assuming.

If you live abroad: Roshan Apna Ghar

For non-resident Pakistanis and POC holders, the State Bank's Roshan Apna Ghar facility is the purpose-built route, run through a rupee Roshan Digital Account. It is active now and covers purchase, plot plus construction, construction and renovation on tenors of 3 to 25 years.

The verified pricing: variable loans track the one-year KIBOR, or KIBOR plus 1.5 percent if you are not using the lien-based route, with fixed PKRV-PIB options also offered. Financing goes up to 85 percent of the value on the non-lien route. The bank does its own property valuation and screens the seller before releasing payment, which quietly solves the distance problem that trips up so many overseas purchases. Our guide for overseas buyers walks through the tax and paperwork side of buying from abroad.

Regular bank loans: what is actually published

Below are the terms we could verify on the banks' own pages on the publication date. Where a bank does not publish its rate, we say so rather than repeating a third-party number.

UBL Address. Floating at KIBOR plus 3.5 percent for salaried borrowers and plus 4 percent for self-employed borrowers, revised annually. Minimum income Rs 150,000, age 21 to 65, minimum loan Rs 1 million.

Bank Alfalah. Conventional home loans run 3 to 25 years with up to 70 percent financing from Rs 1 million, available in Lahore. Its Islamic Home Musharakah offers up to 80 percent financing over the same tenors, with minimum incomes of Rs 75,000 for salaried and Rs 150,000 for business customers. The bank does not publish its profit rates on these pages, so confirm at the branch.

Standard Chartered Saadiq. Islamic diminishing-musharakah financing, floating or hybrid structures, amounts from Rs 2 million to Rs 55 million. Minimum income Rs 300,000. It does not finance under-construction property. The spread is not published on the official page.

Faysal Bank. A full-fledged Islamic bank since 1 January 2023. Its published Roshan Apna Ghar terms are 1-year KIBOR plus 1.5 percent on the non-lien route and 1-year KIBOR on the lien route, 3 to 20 years, up to 85 percent financing, minimum Rs 500,000.

We could not verify current rates from Meezan Bank's or HBL's official pages on the publication day, so they are left out rather than filled in from unverified rate tables.

Islamic versus conventional: the real difference

On an Islamic home financing product the bank does not lend you money. It buys the property with you as a partner, and you gradually buy out its share. Your monthly payment has two parts: rent on the portion the bank still owns, and a purchase of units of its share. As your share grows, the rent component shrinks. The bank shares the ownership risk proportionally rather than loading it on you, early repayment is encouraged without penalty, and late-payment charges are administrative rather than compounding.

The conventional loan is simpler to describe: the bank lends, you pay interest, the property is collateral. The total cost comparison between the two depends on the actual rates quoted, which is why getting the branch's written offer matters more than the label on the brochure.

What the State Bank changed in August 2026

The August 2026 revision of the housing finance rules is the biggest structural easing of mortgage access in recent years:

  • Maximum financing raised to 90 percent of the property value
  • Maximum tenor stretched to 30 years
  • Total monthly payments across all your loans capped at 65 percent of net disposable income
  • A mandatory e-CIB credit report for every application
  • Informal-income earners accepted through Pakistan Banks' Association approved proxies
  • Clear title documents mandatory; the PLRA Green Property Certificate is acceptable security for loans up to Rs 5 million, which covers much of Lahore's small-plot market
  • A bank-approved valuer required above Rs 10 million

Financing can be used for purchase, construction, renovation and even renewable energy installations on the property.

The EMI math: what Rs 10 million actually costs

Take a Rs 10 million loan over 20 years. The instalment formula is the standard EMI calculation, and the table below shows the monthly hit at the verified 5 percent scheme rate against illustrative market rates.

Annual rateMonthly instalmentTotal paid over 20 yearsMarkup cost
5% fixed (Apna Ghar, verified)Rs 65,996Rs 15.84 millionRs 5.84 million
11% (illustrative)Rs 103,219Rs 24.77 millionRs 14.77 million
14.5% (illustrative)Rs 128,000Rs 30.72 millionRs 20.72 million
15% (illustrative)Rs 131,679Rs 31.60 millionRs 21.60 million

The gap between 5 percent and 15 percent on the same loan is roughly Rs 65,000 a month, or about Rs 15.8 million in extra markup over the life of the loan. That is the real cost of the subsidised scheme, and it is why eligible first-time buyers should apply there before talking to any bank about a floating loan.

Costs the interest rate does not show

The instalment is only part of the outlay. A buyer also pays section 236K advance tax at 1.25 percent for active filers at transfer, Punjab stamp duty, registration charges and the society's own transfer fee, which together can add several percent to the deal. Our Pakistan property tax guide works through every layer with examples.

One honest flag on stamp duty: the 2026 amendment cut the rural Punjab rate from 3 percent to 1 percent, and several outlets report the urban rate at 1 percent too, but at least one October 2026 guide maintains the consolidated text still shows 2 percent for urban property. Treat the urban figure as disputed and confirm it at the transfer counter rather than budgeting on a headline.

If you are financing plot plus construction, budget the build separately: our Lahore construction cost guide puts grey structure at Rs 2,800 to Rs 3,500 per square foot of covered area and a finished A-grade home at Rs 6,700 to Rs 8,800. The bank disburses construction finance in stages against completed work, not as a lump sum.

Before you apply: a practical checklist

  • Fix the property first, roughly. Banks finance specific, verifiable property. Get a realistic sense of what your target block and size actually costs before the bank's valuer does it for you. You can get an AI estimate of the property's market value with current block-level data, which keeps the loan amount honest.
  • Verify the society is legal. No bank will mortgage a plot in an unapproved scheme, and you should not be buying one anyway. Our society legality guide shows the exact checks.
  • Right-size the loan against the 65 percent rule. Total monthly payments cannot exceed 65 percent of your net disposable income, so run the instalment against your real take-home pay, not your gross.
  • Compare the total cost of credit, not the headline rate. Ask for the processing fee, valuation fee, legal charges, takaful or insurance, and the prepayment terms in one written schedule. Apna Ghar charges no processing fee and no prepayment penalty; regular loans vary.
  • Floating or fixed? A fixed rate protects your instalment; a floating rate can move both ways. In a 11.5 percent policy-rate environment, understand the direction of travel before you choose.
  • Match the loan to the plan. Financing a ready house is straightforward. Financing an apartment off plan or an under-construction project narrows your options, since some banks exclude under-construction entirely. Our apartment buying guide covers what to verify before booking a flat.

AI valuations are estimates based on available market information and property inputs. Actual sale value can vary according to exact location, condition, plot orientation, street width, development status, demand, documentation and negotiation.

Frequently asked questions

Can a salaried person earning under Rs 150,000 get a home loan?

It depends on the bank and the scheme. UBL sets Rs 150,000 as its floor, but other banks set lower floors, and the Apna Ghar scheme assesses salaried applicants on salary slips with up to three co-applicants allowed to pool income. Informal earners can qualify through bank statements and utility bills under the approved proxy rules.

Does a non-filer get a home loan?

We found no bank or State Bank source making filer status a loan requirement, and we do not claim one exists. Banks assess income, credit history and the property. But the transfer itself taxes non-filers punitively, so the loan question and the tax question are separate.

Can overseas Pakistanis get a mortgage on a Lahore property?

Yes, through Roshan Apna Ghar linked to a Roshan Digital Account, at 1-year KIBOR on the lien route or KIBOR plus 1.5 percent without, with up to 85 percent financing on the non-lien route and tenors up to 25 years.

Can I finance an under-construction apartment?

Some banks explicitly exclude under-construction property, and most prefer ready or developed units with clear title. Check the specific bank's policy before paying a booking amount.

How long does approval take?

Under the Apna Ghar scheme, banks must respond within 15 working days. Regular bank timelines vary and depend heavily on how complete your documentation is, which is where most delays happen.

Is the Apna Ghar 5 percent rate really fixed?

The published scheme terms fix it for the first ten years. Confirm the pricing from year eleven onwards in your loan agreement, because that part is not in the published material we verified.

The bottom line

In October 2026, Lahore has a genuine two-tier mortgage market: subsidised 5 percent money for eligible first-time buyers, and floating market-rate loans around 15 to 17 percent for everyone else. The subsidised route is cheaper by roughly Rs 65,000 a month on a Rs 10 million loan, but it is capped, first-home only, and slow on documentation. Whichever route you take, the loan is only as good as the property behind it: legal society, clear title, realistic price, and an instalment your income can carry at the 65 percent ceiling.
