DHA Phase 11 (Rahbar) Lahore Plot Prices: How to Read a Listing Before You Pay
DHA Phase 11 Rahbar trades at roughly half the price of mature DHA phases, but its listings are the messiest in Lahore. Here are the October 2026 asking bands by sector and the traps to read around before you pay.

DHA Phase 11 Rahbar is the cheapest way to own a plot with the DHA name in Lahore, and that is exactly why its listings are the hardest to read. Sectors run from 1 to 5, prices run at roughly half to two-thirds of the mature phases, and the portals still carry the old Rahbar Phase 1 to 4 naming next to the current sector system. Two ads with the same price on screen can sit in different sectors, different possession states and very different paperwork.

What plots in DHA Phase 11 cost right now
Every figure below is an asking price from live portal listings and dated dealer rate tables, not a confirmed transaction. They were pulled twice on 23 October 2026 from independent sources and published only where both pulls agreed. Bands that appeared in a single source, like 2 kanal asks, Sector 3 bands and file rates, were left out rather than printed as fact.
| Size | Sector | Confirmed asking band | What moves it |
|---|---|---|---|
| 5 marla | Sector 4 | Rs45L to Rs95L | Live ads cluster Rs64L to Rs83L; railway-side Q-block cuts near Rs50L |
| 5 marla | Sector 2 | Rs65L to Rs1.50cr | Underground-electricity blocks (M, N, P) hold the top end |
| 5 marla | Sector 5 (ex-KEMC) | Rs45L | One live ask; Raiwind Road side, priced a tier below |
| 8 marla | Sector 1 | Rs1.30cr to Rs2.10cr | Typical around Rs1.70cr |
| 10 marla | Sector 4 | Rs1.45cr to Rs2.25cr | Q-block; check railway proximity before comparing |
| 10 marla | Sector 1 | Rs1.60cr to Rs3.25cr | Most mature sector in Phase 11 |
| 1 kanal | Sector 1 | Rs3.50cr to Rs4.50cr | Typical around Rs3.90cr to Rs4.10cr |
The sector is the price
Phase 11 is not one market. Sector 1 is the oldest and most built-up, and its 10 marla and 1 kanal bands run the highest. Sector 4's Q-block reportedly got possession about two years ago, has underground electricity, and houses are going up, which is why its 10 marla ads cluster above Rs1.5cr while the railway-side cuts in the same block sit far lower. Sector 2 is a middle child: possession goes back to 2018, occupancy is reportedly past 40 percent, and blocks M, N and P carry the underground-wiring premium while F, G, H, J, K and L run on open wiring. Sector 5, the former KEMC land on the Raiwind Road side, is priced 30 to 40 percent below Sector 1 for the same size. Any ad asking Sector 1 money for a Sector 5 plot is mispriced, full stop.
Why Phase 11 trades at half the price of the real phases
Compare like with like and the discount is stark. A 10 marla in Phase 9 Town typically sits around Rs2.90cr; the comparable 10 marla in Phase 11 Sector 1A typically sits around Rs1.95cr. That is roughly two-thirds on the good side of Phase 11, and the gap widens against the fully mature phases like 1, 2 and 5, where the same cut costs two to three times more.
The discount has reasons, and none of them are secrets. Phase 11 sits on the Raiwind Road side of Lahore's DHA belt, further from the city core than Phases 1 through 6. Possession is staggered across sectors and blocks, development is still visibly in progress in places, and the phase is still shedding the quirks of its older Rahbar identity. That is not a complaint. For a buyer who wants DHA-name ownership at the lowest entry cost in the brand, this is the phase that makes it possible. Just buy it for what it is: a developing phase at developing-phase prices, not a discounted Phase 5.
Normalise before you compare
Dealers quote a plot price. Serious buyers compare per marla, because it is the only way a 5 marla and a 10 marla listing can sit in the same sentence. A 5 marla asking Rs75L in Sector 4 quotes at Rs15L per marla. A 10 marla asking Rs2.25cr in Sector 4's Q-block quotes at Rs22.5L per marla. A 1 kanal asking Rs4cr in Sector 1 quotes at Rs20L per marla. Run this arithmetic on your own shortlist and two things happen: the railway-side "bargain" stops looking like a bargain, and the KEMC discount becomes measurable instead of a feeling. If you would rather skip the arithmetic, you can estimate your plot value with Shakir Estate's AI Property Value Estimator, which normalises and outlier-checks the current listing data for you.
Commercial plots: a separate market
Commercial asks in Phase 11's CCA belts run on their own bands, and residential searches constantly get polluted by them. Two pulls agreed on these ranges:
| Commercial size | Belt | Confirmed asking band |
|---|---|---|
| 4 marla | CCA-3, CCA-4 | Rs1.75cr to Rs2.60cr |
| 8 marla | CCA-2, CCA-4 | Rs4.25cr to Rs6.00cr |
One live 4 marla ad in CCA-3 was posted at Rs2.1cr and sits squarely inside the band. Two live 8 marla ads, both at Rs4.8cr, also sit inside theirs. When a commercial card leaks into a residential search, the per-marla math usually gives it away: Rs4.8cr for 8 marla is Rs60L per marla, roughly triple the residential rate in the same area.
Eight ways a Phase 11 listing can mislead you
Contradictory amenity flags. One Q-block 10 marla ad at Rs2.25cr had Disputed, File, Balloted, Possession, Corner and Park Facing all ticked at once. A plot cannot be disputed and in possession and still a file. Portal amenities are often auto-ticked, so treat every flag as unverified until the ground check.
Dealer template ads. Some agencies run identical ad copy across sectors and blocks, with only the price and block letter changed. One set of ads from the same agency appeared for Sector 4 Block Q at Rs83L, Sector 2 Block J at Rs72L and Sector 5 Block W at Rs45L. Read the exact location in the body, not the agency branding at the top.
Header and body describe different plots. One Sector 1 ad carried a 10 marla price in the header while its body pushed a 20 marla main-road plot at Rs4.25cr and an 8 marla at Rs1.25cr. If the header price and the body inventory disagree, the header is decoration.
The railway-track discount, hidden in plain sight. In Q-block, 5 marla cuts near the railway sit around Rs50L to Rs55L while mid-block cuts ask Rs65L to Rs75L. The same gap shows up at 10 marla. An ad calling a 10 marla "Rs1.45cr" without mentioning the railway is probably just track-side.
Sector 5 priced like Sector 1. The ex-KEMC land on Raiwind Road trades 30 to 40 percent below Sector 1 for identical sizes. A 5 marla at Rs45L there is not a Sector 1 bargain; it is a Sector 5 price.
"Extension" blocks. At least one ad listed a 5 marla as "Sector 2 Extension, Block M." Extensions can mean non-possession areas, so check the block against a current directory before treating it as an ordinary Sector 2 cut.
Legacy naming on old cards. A Lamudi ad titled "DHA 11 Rahbar Phase 1, Block A" is really Sector 1, Block 1A under the old Rahbar Phase 1 to 4 naming. Portals now use "DHA 11 Rahbar Sector N, Block X," but stale cards with the legacy names still rank, and some still carry stale prices.
The demand-field typo. One Sector 2 ad headed at Rs1.35cr had "1350000" in the demand field, missing a zero. Quote the header, not the typo, and confirm both on the phone before visiting.
Buying costs beyond the asking price
The asking band is the start of the budget, not the end. A Lahore transfer layers federal advance taxes, Punjab stamp duty and the society's own charges on top. Buyers pay 1.25 percent under section 236K if they are active filers; sellers pay 2.75 percent under 236C. Our property transfer tax guide works through every line item with current 2026-27 rates, and the 15 percent capital gains treatment on post-July-2024 acquisitions applies to Phase 11 plots exactly as it does elsewhere.
Phase 11 is mostly a possession-plot market now, which sets it apart from the pure file markets elsewhere in DHA. If you are comparing a Phase 11 plot against a file in Phase 10, our DHA Phase 10 file rates page explains the affidavit-versus-allocation paper trap that decides file pricing.
Estimate what a Phase 11 plot is worth
The spread between sectors means a city-level average is useless for this phase. What matters is the block: a 10 marla in Sector 4 Q-block and a 10 marla in Sector 4 S-block are different products at different prices, and the estimator matches phase and block first rather than averaging the city.
If you are holding or eyeing a Phase 11 plot, run it through Shakir Estate's AI Property Value Estimator before you negotiate. Enter the society, phase, block and size and you get a data-driven range with a midpoint and market rate.
AI valuations are estimates based on available market information and property inputs. Actual sale value can vary according to exact location, condition, plot orientation, street width, development status, demand, documentation and negotiation. For a final number on a high-value deal, nothing replaces a site visit and a professional valuation.
Frequently asked questions
Is DHA Rahbar the same as DHA Phase 11? Yes. The scheme marketed for years as DHA Rahbar now appears on portals as DHA Phase 11 (Rahbar), divided into Sectors 1 to 5. The old "Rahbar Phase 1 to 4" naming is legacy and still shows up on older listings, where it roughly maps to the current sectors.
Why are plots in DHA Phase 11 cheaper than other DHA phases? Location on the Raiwind Road side, staggered possession across sectors, ongoing development, and a younger market history. A 10 marla that typically sits around Rs2.90cr in Phase 9 Town sits around Rs1.95cr in Phase 11 Sector 1A, roughly two-thirds, with bigger gaps against the fully mature phases.
What is a fair asking price for a 10 marla in DHA Phase 11? October 2026 asks run Rs1.45cr to Rs2.25cr in Sector 4 and Rs1.60cr to Rs3.25cr in Sector 1, with underground-electricity blocks and park or corner positions at the top. Railway-side cuts sit at the bottom of each band, so check proximity before comparing.
Which sector of DHA Phase 11 is best for investment? There is no single answer. Sector 1 is the most mature with the deepest resale market. Sector 4's Q-block has newer possession and active construction. Sector 5 (ex-KEMC) is cheapest but sits a tier below on location. Match the sector to your budget and holding period, not to a ranking.
Are file rates available for DHA Phase 11? One sector guide quotes file rates, but a single source is not verification, so this article does not publish them. Treat any Phase 11 "file rate" you see online as unconfirmed until two independent dealer boards agree on it.
What should I check before paying for a Sector 4 Q-block plot? Railway proximity, the actual possession and documentation status with DHA's transfer office, and the block's development charges and dues position. Portal amenity flags in this sector have been found ticking Disputed and Possession on the same ad, so verify on the ground, not on the screen.
The short version for buyers
DHA Phase 11 is a sector market wearing a phase name. The sector decides the band, the block decides the position inside it, and the listing copy decides nothing until you verify it. Work from the confirmed bands above, normalise everything per marla, and phone-verify the railway, the sector and the paperwork before you visit.
